Security Policy in an Age of Disruption

Security policy is being reshaped by war in Europe, authoritarian power projection, rapid technological disruption, and the growing vulnerability of democratic societies. Conflicts are no longer fought only with tanks and missiles, but with algorithms, information warfare, digital repression, and ideological subversion. At the same time, artificial intelligence and new technologies are transforming power, security, and social cohesion at unprecedented speed.

Authoritarian Power, War, and Geopolitics

War and repression are no longer distant phenomena—they are shaping the global order in real time. This track examines how authoritarian regimes project power through military force, internal repression, and geopolitical pressure. From Russia’s air war against Ukraine to Iran’s political crisis and the long-term consequences of mass violence and genocide, the sessions explore how conflict and coercion redefine security beyond national borders.

Speakers analyze how modern warfare tests not only military capabilities, but also institutional and societal resilience. They examine how air power, digital repression, civil resistance, and memory culture shape long-term stability, revealing how authoritarian power operates across battlefields, information spaces, and societies.

New Technologies for Hybrid Warfare

Security threats today extend far beyond conventional battlefields. This track focuses on how technologies—from artificial intelligence and digital surveillance to online radicalization and information control—are transforming hybrid warfare. Attacks now target infrastructure, communication networks, and public discourse, blurring the line between war and peace.

The sessions examine how AI is reshaping power structures, how digital repression and internet shutdowns serve authoritarian control, and how radicalization is weaponized as a strategic tool. Speakers also explore policy responses, governance failures, and individual strategies for resilience and self-defense.

Democratic Resilience

Democracy is not only a political system—it is a security architecture. This track explores how democratic societies are weakened through ideological subversion, disinformation, and the erosion of trust in institutions. It asks why liberal societies often struggle to recognize these attacks and why resilience has become a central strategic challenge.

The sessions address long-term influence campaigns, new digital forms of participation, and emerging future ideologies shaped by technological change. Speakers examine how values, narratives, and institutional design determine whether societies remain free, cohesive, and capable of self-defense. This track makes clear that democratic resilience is the first line of defense in an age of hybrid conflict.
